Position Statement <br />Page 2 <br />With one exception, the Municipal Legislative Comnission endorses the <br />recommendations made by the Boland Commission and encourages legislation that <br />will adopt t�jse reconunendations. The one recommendation on which we disagree <br />is the creation of a permanent chairman for the commission. It is our belief <br />that the professional administration of the agency will be best served by a <br />citizen chairmanship, which would be rotated among the appointed commission <br />In conclusion, the Municipal Legislative Commission believes that it <br />is essential to effect changes in the MWCC organization and structure to <br />avoid disproportionate cost increases and to maintain an agency which can <br />effectively serve its constituent municipalities. It is our firm belief that <br />the changes suggested will make this agency more accountable to its public <br />and, of necessity, more efficient in its operations. <br />Drafted by Bill Joynes <br />
