She <br />added that she had conferred with Attorney Meyers, <br />and he agreed with her findings. She added that <br />Councilmember Blanchard was authorized to vote <br />as long as she did not feel she had a personal conflict. <br />Mayor McCarty stated that Councilmember Blanchard <br />had abstained last time to avoid a charge of nepotism J <br />or undue influence, and that while this may not be <br />a conflict of interest in the eyes of. the law, it <br />is her decision. <br />Councilmember Linke reported the Council had already obtained <br />the opinion of Attorney Meyers that no commission <br />member has a vested right of reappointment, and that <br />he personally cannot support the reappointment of <br />Mr. Paradise as he has shown an inability to perform <br />in an acceptable manner, <br />Mayor McCarty stated it has been the Council's <br />practice to reappoint anyone who has done a good, <br />acceptable job, and he does not wish to give the <br />impression to commission members that if they <br />differ with the Council, they may not be reappoint- <br />ed. He added there should be specific charges <br />to give to Mr. Paradise. <br />Councilmember Hankner stated she could not support <br />Mr. Paradise, as other candidates had applied who <br />were more qualified and willing to serve. <br />Motion/Second: .Linke/Blanchard to have the second 7. <br />2nd Reading and <br />reading and adoption of Ordinance No. 354, amending <br />Adoption of <br />the Municipal Code of Mounds View by amending Chapter <br />Ord.
