Report of <br />Attorney <br />Councilmember Hankner reported Claudia Korsun, 14 <br />who was in charge of the <br />eon holarshipptflast <br />year, <br />would like to be placed_agenda <br />or <br />discussion. <br />Motion/Second: Hankner/Linke to appoint Charlene <br />Blackstone to the Civil Service Commission. <br />3 ayes 2 nays <br />Councilmember Doty and Mayor McCarty voted against <br />the motion. <br />There was considerable discussion before the vote <br />. the Tnotinn. <br />Councilmember Hankner stated she had made the <br />motion for Ms. Blackstone as she has extensive educa- <br />tional and working experience in personnel management, <br />has a high level of interest in civic activities, <br />has a very independent personality and could pro- <br />vide some form of affirmative action input into <br />the Civil Service Commission. <br />Mayor McCarty stated that while State law supercedes <br />the City ordinance in reference to commission <br />appointments, it previously was the Mayor's duty, <br />and that when he had discussed it with the Council <br />earlier, they had indicated they would leave it <br />that way.
