Johnson, Consulting Engineer <br />DATE: March 2, 1984 <br />SUBJECT: LANDMARK ESTATES DEVELOPMENT PLNA PREPARED BY THE <br />CHRISTOPHER COMPANIES <br />Per the request of the Clerk -Administrator, I have reviewed the <br />above referenced development plan. The following are the review <br />comments: <br />1. A ten inch sanitary sewer extension has been proposed <br />extending from Bronson Drive northerly to serve the <br />entire group of buildings. This ten inch sanitary sewer <br />line should be adequate to serve the building complex. <br />It should be determined whether this sanitary sewer <br />line will become the maintenance responsibility of the <br />City. If so, then an application into the Metropolitan <br />Waste Control Agency for a system extension should be <br />submitted and approved prior to start of any construction <br />work on the sewer. If the responsibility of the main- <br />tenance for the line remains with the developer, then it <br />would be considered a service and, therefore, not fall <br />/1 under the criteria of review by other agencies. <br />The developer proposes to construct an 8 inch water main <br />from the existing 12 inch water main located at Bronson <br />Drive northerly and easterly to connect with an existing <br />6 inch private water main near the Mounds View Estates <br />apartment buildings westerly of Groberg Street and Jackson <br />Drive. This line should meet the requirements for fire <br />flow layed out by the Fire Chief. It would appear the <br />buildings have sprinkler systems proposed and, therefore, <br />the need for fire flow volumes at hydrants may not be <br />necessary. Position of the hydrants and number of hydrants <br />should be varified by the Fire Chief. <br />3. The plan proposes to eliminate the possibility of extension <br />of St. Stephen Street between Bronson Drive and County <br />Road I. The City Council and Planning Commission probably <br />should determine as to what disposition should be made to <br />the existing St. Stephen Street right-of-way that exists <br />adjacent to the site in question. <br />4. The site plan involves area regulated under the Flood Plain <br />Ordinance, Chapter 49, for the City of Mounds View. The <br />Flood Plain Ordinance requires the minimum floor eleva- <br />tion be at least an elevation of 903. This criteria is <br />met on the site. In any case, the plan proposes to modify <br />the shape of the existing ponding area and, therefore, <br />u' <br />
