MEMO TO: Mayor and City Coun �11 <br />FROM: Clerk-Administrato J <br />DATE: March 7, 1984 ' <br />SUBJECT: M.A.M.A. RECOMMENDED AGREEMENT WITH AFL-CIO LOCAL NO. 49 <br />FOR CALENDAR YEARS 1984 and 1985 <br />Attached to this memorandum please find correspondence received from <br />Mr. Jim Sporre, Chairman of the M.A.M.A.- 49 Negotiating Committee, <br />communicating the labor agreement for calendar years 1984-85 between <br />M.A.M.A. and AFL-CIO Local No. 49 representing the City's Public <br />Works employees. To summarize, the agreement provides the following: <br />1. The new agreement extends the existing Master Contract through <br />1985, with a reopener clause during 1985 for wages only and <br />local issues. <br />2. a) Health and life insurance contributions by the employer <br />are increased from $125.00 per month to $145.00 for <br />calendar year 1984 and $155.00 for calendar year 1985. <br />b) A now provision is added which allows, at the employee's <br />election, to have the employee's wages lowered from that <br />due them in an amount equal to that which they would have <br />to contribute for health, life, and dental insurance <br />coverage. <br />Staff has been advised that a recent IRS ruling on this <br />matter places a program such as this in a questionably <br />legal state. Staff would recommend approval of this <br />provision in the contract but no implementation until <br />the City Attorney and City Auditors can be consulted to <br />determine whether or not the City would be able to comply <br />with new IRS regulations and the provisions of the contract <br />as it relates to this matter. <br />3. The new agreement provides that the City may, at our discretion, <br />hire all new employees after February 7, 1984 in a new classi- <br />fication, Maintenance I, at the wage rate of $7.76 per hour. <br />This wage rate would be paid to new 'hires exceNt when operating <br />equipment defined by the Master Agreement as being Maintenance <br />Worker II or Maintenance Worker III, formerly heavy equipment <br />operator equipment. Maintenance Worker II equipment owned by <br />the City of Mounds View would be the new one ton dump truck <br />and Maintenance Worker III equipment would be the case front <br />end loader, sewer jet rodder, and older dump truck. When <br />operating these pieces of equipment Maintenance Worker I salaried <br />employees would be paid Maintenance Worker II or Maintenance <br />Worker III wages during the time they are operating this equip- <br />ment. <br />
