-z- <br />Staff would further recommend Council authorize staff to prepare a <br />listing of the Notice D rezonings by geographical area, with a <br />recommendation for the time and dates the hearings for the different <br />groupings of rezonings could be held. Staff would also recommend <br />Council authorization to prepare a set of guidelines for Council's <br />consideration for holding the controversial rezoning hearings which <br />would establish a procedure for the hearings, including time limits <br />for individual testimony at these hearings. Upon initial review it <br />would appear that Council will need to hold a minimum of 15 hearings <br />by geographical groupings of those properties proposed to be rezoned <br />which are considered to be controversial. Thus, staff strongly feels <br />it would be appropriate to establish reasonable procedures for the <br />conduct of these hearings to avoid spending excessive amounts of time <br />attempting to accomplish these rezonings, thus not implementing them <br />within an appropriate period of time. <br />DFP/pf <br />Attachment <br />1 <br />I <br />
