At the present time City staff, with the <br />assistance of the State of Minnesota Records Management <br />Division, is performing an analysis to determine the best <br />options for resolving this records management problem. <br />It is anticipated that the results of this evaluation <br />will be a recommendation to implement a micrographics <br />records management program which will require the <br />expenditure of funds for the purchase of equipment, <br />supplies, and micrographic services. It is anticipated <br />that these monies will be proposed for the 1985 and 1986 <br />budgets, with the inclusion of cost projections in the <br />_, <br />173 LV�1y-TCi iii 1 ilaGC1 1 r.uii. <br />Except for the aforementioned capital equipment items, <br />there are no major increases in service anticipated over <br />the next five years and only proportional increases in <br />expenditures are expected to occur. <br />B. Finance - The Finance Department, headed by the Finance <br />Director, who also serves as Treasurer, coordinates the <br />financial activities of the City. Current departmental <br />activities include the following: <br />1)' Utility billing preparation and collection, and the t <br />annual analysis of user fees and fee structures. <br />2) Receipt and management of all municipal revenues, <br />including the analysis of cash flow patterns and the <br />establishment of cash management guidelines. <br />3) Accounts payable and payroll preparation and control. <br />4) Preparation of monthly financial reports and the Annual <br />Financial Statement. <br />5) Directs the investment of temporarily idle municipal <br />funds. <br />6) As directed by the Clerk -Administrator, coordinates the <br />preparation of the Annual Budget and assists in the <br />preparation of the Long -Term Financial Plan. <br />7) Recommends controls for consideration and/or adoption by <br />the City Council and oversees debt management. <br />8) Supervises the City's purchasing and insurance programs. <br />Due to the increased involvement of Finance Department staff <br />in the preparation of the City's annual Financial Statements <br />and audit workpapers, as well as the more exacting standards <br />of the City's present auditing firm, the Finance Department <br />has found itself incapable of becoming as fully involved as <br />they would desire in these activities while keeping current <br />
