(3) The legislation should allow not only for the upgrading of <br />certain classes of work in the wage structure, but also <br />provide for decreases in pay where job evaluations indicate <br />that is appropriate. <br />(4) Cities should be protected from any legal action that is <br />brought for the purposes of obtaining back pay as a result <br />of the implementation of comparable worth programs. <br />(5) Legislation should allow a reasonable time period to accom- <br />plish the implementation of such programs. We would suggest <br />a minimum of three years. <br />(6) The state legislation should involve the adoption of a philo- <br />sophy and definition of specific goals for pay equity pro- <br />grams and allow cities some degree of latitude in the analysis <br />and implementation of those programs. <br />M <br />- <br />
