Tn i0 <br />le"4N MEMO TO: Mayor and City Co nci <br />FROM: Clerk-Administr <br />DATE: February 29, 19 <br />SUBJECT: NEW HIGHWAY 10 <br />On Tuesday, February 28th, Engineering/Planning Technician Frank <br />Kampel and I met with Messrs. Craig Robinson and Mike Christenson <br />from the MnDOT District 5 and Central Office, respectively, <br />regarding the plans they have prepared for the temporary connucciun <br />of the new Trunk Highway 10 spur from County Road J to Trunk Highway <br />65. Attached to this memorandum is a drawing highlighted by staff <br />which is included as part of their overall plans giving a general <br />idea as to how this temporary connection will occur. Staff will <br />have a full copy of their drawings at the March 5th meeting for <br />your review. <br />Basically, the temporary connection or Phase I of the construction <br />of a new Highway 10,which is proposed to be known as Trunk Highway 610 <br />and would ultimately cross over the Mississippi River and connect <br />into Interstate 94 near Maple Grove,would provide a four lane roadway <br />separate from County Road J and running north of County Road J from <br />the intersection of County Road J and the High,,•ray 10 spur west to <br />Radisson Road or 89th Avenue Northeast. The only interconnection <br />between Phase I Highway 10 and County Road J would be where the <br />Highway 10 spur and County Road J presently connect and where the <br />access road from the Anoka County -Blaine Airport connects into <br />County Road J. <br />Staff also was availed the opportunity to review preliminary <br />drawings for the Phase II development of new Highway 10. These <br />preliminary drawings showed that the interconnection of the <br />existing County Road J to the new Highway 10 would be severed <br />and there would be no direct interconnection between the new <br />Highway 10 and Mounds View City streets, rather a new County Road J, <br />which would serve as an access road,would be bui1L north of the <br />existing County Road J and would provide access to an interchange <br />that would be constructed north of the current intersection of the <br />Airport access road and County Road J. <br />we have been advised by the gentlemen who met with us that their <br />department is presently in the process of preparing an Environmental <br />Impact Statement which they hope to have completed by the Fall of <br />1984.
