RESOLUTION NO. 1718 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION ENCOURAGING A COOPERATIVE EFFORT IN RAMSEY <br />COUNTY MUNICIPAL COURT PLANNING <br />WHEREAS, since the establishment of the Ramsey County Muni- <br />cipal Court System in 1975, considerable discussion has taken place <br />e,.rAinn hha ornani7tation of the system; and <br />WHEREAS, since 1981 this discussion has resulted in the <br />development of several proposals to consolidate the existing six <br />court locations in studies by both the County and the Ramsey <br />County League of Local Governments; and <br />WHEREAS, a recent study completed by Ramsey County staff <br />entitled, "Ramsey County Suburban Municipal Court Consolidations. <br />A Preliminary Cost -Effectiveness Study", dated January 5, 1984, <br />has renewed discussion on this subject; and <br />WHEREAS, as a result of this most recent study the Public <br />Safety and Justice Committee of the Ramsey County Board of <br />Commissioners has directed the Countv's Executive Director to <br />conduct a study of the court system's space needs as part of a <br />suburban multi -service center; and <br />WHEREAS, the City of Mounds View recognizes this most <br />recent action as a turning point on this issue with municipal <br />court consolidation being considered as part of an overall effort <br />to bring Cuunty services to the suburbs; and <br />WHEREAS, this new study places the issue of court consoli- <br />dation in a different light and the results of this study has the <br />potential for greater impact upon the suburbs than consolidation <br />alone; and <br />WHEREAS, the suburbs have a vested interest in this new <br />direction both from the standpoint of court consolidation and <br />increased County services; and <br />WHEREAS, the Mounds View City Council feels that such <br />new direction should be part of a cooperative effort of the County <br />and suburbs to deal with the issue of the provision of County <br />services in the suburbs. <br />
