INTRODUCTION <br />Ramsey County Department of Public <br />Works has responsibility for the provision <br />of a iransporiadon netw(rk of couniy <br />roads in the portion of the County <br />outside the City of St. Paul. Suburban <br />Ramsey County consists of 74,147 acres <br />of land with a 1980 population of <br />189,433. <br />There are two types of roads under the <br />jurisdiction of the County: county state <br />aid highways, numbered one through 79, <br />whose construction and maintenance is <br />funded primarily from the Minnesota <br />Highway User Tax Distribution Fund; and <br />county roads, numbered 80 through 163, <br />which are funded from property taxes. <br />All of these roads and the bridges on <br />them require monitoring and <br />maintenance by the Public Works <br />Department of Ramsey County. The <br />Improvements scheduled to be performed <br />to these roads and bridges are contained <br />in this Capital Improvement Program for <br />1994 to 1989. <br />The Public Works Department also has <br />responsibility for 23 lakes within the <br />County. Major improvement projects <br />proposed for these lakes are also <br />Included in this Capital improvement <br />Program. <br />The Capital Improvement Program is <br />developed by assessing the condition of <br />the existing system and its adequacy to <br />meet needs. Deficiencies are analyzed <br />and alternative actions to correct them <br />are considered. Priorities are estab- <br />lished with community involvement. The <br />need for a project is considered along <br />with technical staff capabilities and <br />funding ava0ablity, The listing of the <br />projects to be implemented by the Public <br />Works Department is contained in the <br />Capital Improvement Program. <br />There are six categories included in the <br />Capital Improvement Program: , capital <br />improvement projects eurreWtly under <br />contract, capital improvement projects <br />for 1984, capital improvement projects <br />for 1985-1986, capital improvement <br />projects for 1987-1989, capital <br />improvement projects which are not <br />programmed, and a deficient bridge <br />program. <br />The Capital Improvement Program is <br />revised annually to reflect changes due <br />to budget limitations, additional funding <br />sources, federal requirements and other <br />factors. <br />l <br />11 <br />
