MEMO TO: Mayor and City Council <br />FROM: Clerk-Administrato- <br />DATE: April 26, 1984 <br />SUBJECT: MERMAIL'• OUTDOOR CELEBRATION <br />Police Chief Ramacher and I met with Dan Hall on April 26th <br />regarding his request to conduct an outdoor celebration at the <br />Mermaid on Saturday, June 2, 1984 from Noon until 7:00 p.m. <br />Specific arrangements made by Mr. Hall regarding the proposed <br />outdoor celebration are as follows: <br />1. The area used for the outdoor celebration will be entirely <br />enclosed by snow fencing along the perimeters which will <br />be physically attached to the Mermaid building to comply <br />with State liquor control requirements, thus making the <br />outdoor area a physical part of the existing facilities. <br />2. The Mermaid will provide security both inside and outside <br />of the perimeter,with one security guard patroling County <br />Road H for parking along the County road and two motorcycles <br />patroling the parking areas on the Mermaid property and <br />Herbst property. The total number of security persons <br />provided will be eight Mermaid doormen and 14 Asia security <br />personnel. <br />3. Parking will be provided within the Mermaid parking area <br />outside of the fenced in perimeter and on the Herbst property. <br />4. Two Mounds View off duty Police Officers will be on site at <br />the expense of the Mermaid. <br />5. Fourteen portable toilets will be located within the fenced <br />in area. <br />6. Beer will be served in plastic cups from a beer truck with <br />no glass or bottles being available within the fenced in area. <br />7. Two emergency entrances. <br />B. The staged area will be backed up against the front of the <br />Mermaid, thus facing Highway 10. <br />Mr. Hall will be at your May 7th Agenda Session to discuss his <br />arrangements with the City Council and receive City approval of <br />his proposed celebration. <br />Chief Ramacher and I have reviewed the arrangements and determined <br />that they are in excess of those used at his previous celebration <br />during the summer of 1983 at which time we received one complaint <br />regarding noise and no other incidents occurred. <br />DFP/pf <br />
