C-d-c"ni G <br />MEMO TO: Mayor and City Council <br />FROM: Clerk-Administrato <br />DATE: April 26, 1984 <br />SUBJECT: SUBURBAN RATE AUTHORITY RESOLUTION ON BOLAND COMMISSION <br />RECOMMENDATION FOR MWCC MANAGEMENT STUDY <br />Attached please find correspondence received by the City from the <br />attorneys for the Suburban Rate Authority outlining concerns <br />voiced at a recent SRA Board Meeting regarding the lack of progress <br />in implementing the recommendations of the Boland Commission by the <br />State of Minnesota, particularly as it relates to the performance <br />of an independent management study on the MWCC's management practices. <br />Included with this correspondence is a suggested resolution for <br />adoption by the City encouraging the Governor to take whatever <br />actions are necessary to initiate an independent study at the <br />earliest possible date. <br />As the City of Mounds View took a very strong position supporting <br />the appointment of the Boland Commission and the need for an <br />independent study of the MWCC, it would seem appropriate for the <br />City Council to adopt the recommended resolution and submit to <br />the identified individuals. <br />RECOMMENDATION. Authorize staff to prepare a resolution for <br />adoption on the May 14th Consent Agenda patterned after the <br />draft resolution submitted by the Suburban Rate Authority. <br />DFP/pf <br />Attachments <br />
