Mounds View City Council April 23, 1984 <br />Regular Meeting l -_-� Page Four <br />-------------------------------------------- ----------------------- <br />Mayor McCarty stated the Council had received a direct ' <br />request from a resident, which they should act upon. <br />Councilmember Doty stated that while the Council has <br />taken the matter under advisement, and sent their <br />request on to Attorney Meyers, when a resident comes <br />before the Council, they should be heard. <br />Mayor McCarty stated that political activities have <br />not been curtailed in the past, and to continue the <br />present policy would bring this into a narrow corridor <br />of a select few. <br />Mayor McCarty closed the regular meeting and opened the 6A. Public Hearing <br />first public hearing at 8:08 PM. 1983 Long -Term <br />Financial Plan <br />Clerk/Administrator Pauley explained the process the <br />City was following under the home rule charter, and <br />reviewed the 1983 long term financial plan. <br />Mayor McCarty closed the public hearing at 8:10 PM. <br />Motion/Second: Doty/Blanchard to have the second read- <br />ing an a option of Ordinance No. 357, adopting the <br />1983 long term financial plan, and waive the reading. <br />1 <br />Councilmember Doty - aye <br />Councilmember Linke - aye <br />Councilmember Hankner - aye <br />Councilmember Blanchard - aye <br />Mayor McCarty - aye Motion Carried <br />Mayor McCarty closed the regular meeting and opened 6B. Public Hearing <br />the second public hearing at 8:11 PM. Notice A Rezon <br />ings <br />Attorney Meyers reviewed the criteria of why the public <br />hearing was being held, in accordance with Minnesota <br />State Statutues 462.365 and 462.357. <br />Julian Sprunck, 2649 Louisa Avenue, stated he was <br />against the rezoning of the Red Oak Estates area on <br />County Road H2, from R-1 to R-3, as he would be <br />immediately effected by any development of that land. <br />He explained that with any type of a major storm, <br />his back yard becomes a lake, and at any given time, <br />the water table in his back yard is from 3' and less. <br />He stated that if the natural drainage is disturbed, <br />he would have water in his home. He requested that <br />an environmental impact study be done on this <br />particular rezoning, before anything further is done. <br />Mr. Sprunck added that the three properties immediately <br />adjacent to his all experience the same sponginess that <br />he does, following a rain storm. <br />
