She also stated she had moved into <br />l he area to live in a single family neighborhood, and P <br />wanted it to remain that way. r <br />Jim Smith, 2650 Louisa Avenue, stated he was opposed to <br />the :azoning, and not enough residents had received the <br />notice. <br />Chris Risbrudt, 2625 Clearview, stated he was against the <br />rezoning as he had chosen the neighborhood because it was <br />single family, and the rezoning would change it. <br />Barb Watkins, 2609 Louisa Avenue, stated she was opposed <br />to the rezoning, for the reasons already stated. <br />Linda Peterson, 2645 Louisa, stated she was opposed to the <br />rezoning as they have a drainage probl=m already, and they <br />do not need an increase in traffic. <br />Steve Seeman, 2606 Clearview, stated he was opposed to <br />the rezoning and he did not feel the controls would guarantee <br />no further water problems. <br />Mayor McCarty explained that the City is near the end of its <br />surface water management plan, and this particular area <br />would be getting special attention for their drainage problem. <br />Mans <br />that all builders would be required to present their <br />Maans to the City, and the ordinance is in effect to control ' <br />the issue. <br />Mildred Sprunck, 2649 Louisa Avenue, stated she was opposed <br />to the rezoning and feels powerless and questioned how it <br />could be stopped. <br />Dave McGinn, 2646 Clearview, stated he was opposed to the <br />rezoning, as he had chosen that neighborhood because it <br />was R-1, and he wants to continue to see R-1. <br />Terry O'Keefe, 2618 Clearview, stated he was opposed to <br />the rezoning for reasons already stated. <br />Dick Snoke, 5272 Sunnyside, stated he was opposed, as R-3 <br />would be out of compliance with the Comp Plan. <br />Mayor McCarty explained transitional zoning would be used <br />as a buffer, going from the higher density to medium <br />density, to low, <br />Peg Mountin, Chairman of the Planning Commission, explained <br />that since the late 1960's, the City has had a plan to <br />encourage development, which is reviewed every five years <br />o see what is working and what needs to be changed. She <br />xplained the City is bringing non -complying properties ' <br />'"into conformance with the reconnnendations of the Comp Plan. <br />She stated that in this particular area, Planning <br />Commission felt that with the high densi of Scotl.^nd <br />
