FIRST YEAR GOALS - POLICE CHIEF <br />fvk 1. Move the department towards a proactive mode of law enforce- <br />ment as well as reactive. <br />a. Actively organize neighborhood watch areas and publicize <br />the need for and benefits of that program and Operation I.D. <br />b. Meet with church, school, and community groups to develop <br />support for the department and crime prevention programs. <br />2. Upgrade the in-service training program to provide adequate <br />training and ensure the physical and mental health of the <br />officers. <br />a. Require physical and psychiatric evaluations prior to <br />relicensing and employment. <br />3. Become more actively involved in the labor relations aspects <br />of the department including participation in contract nego- <br />tiations. <br />4. Reinstate the City's Safety Committee and actively participate <br />in the preparation of safety programs. <br />5. Assume the duties of Civil Defense Director and undertake <br />efforts to improve the City's Civil Defense activities <br />including, but no. limited to, upgrading of the City's <br />warning system, development of training programs for staff, <br />and dissemination of material to the public regarding disaster <br />preparedness. <br />6. Evaluate present scheduling, patrol and enforcement practices, <br />and organizational structure with outlook towards improving the <br />level of service provided to the community at the most reasonable <br />cost possible. <br />7. Develop and implement measures necessary to improve the <br />security of the department, records and evidence. <br />8. Develop program for improving the methods for records storage <br />and management including an evaluation of microprocessing and <br />microfilming. <br />9. In coordination with the Civil Service Commission, update the <br />department's operating rules and regulations, including the <br />coordination of non -union position descriptions with that <br />contained in the City's Salary Administration and Performance <br />Review Program. <br />10. Obtain advanced training in the areas of management and <br />budgeting. <br />
