MAYOR AND CITY COUNCIL
MAY 31, 1984
PAGE TWO
2) continued
Government Aid Formula any effort to define basic
municipal services should exclude those services not
commonly funded among cities in the State of Minnesota
with property tax revenues such as sanitation, libraries,
and redevelopment. As you can see from the footnote on
page 2 there is a certain amount_ of dissension with
respect to the afinition of basic municipal services.
It would be my recommendation that the City Council
continue to maintain the position we have previously
taken with respect to what the Local Government Aid
Formula should define as local effort namely, only
those services that are normally and commonly provided
by Minnesota cities using property tax revenues and should
exclude such services as sanitation, libraries, redevelopment,
etc.
Should you agree with my recommendations on this matter or have other
thoughts which you would like to have interjected into the Operating r '
Committeeb discussion process, it would be appreciated if you would
advise me at this agenda session of your thoughts on this matter.
As the final Operating Committee meeting to be held prior to the
League of Cities Conference will occur at the time that the Environ-
mental Quality Board is meeting it is my intention to contact the
Chairman of the Operating Committee prior to June 7 and advise him
of our position on this matter and request that he communicate those
thoughts to the other members of the Committee.
J
