As you can see from the footnote on <br />page 2 there is a certain amount_ of dissension with <br />respect to the afinition of basic municipal services. <br />It would be my recommendation that the City Council <br />continue to maintain the position we have previously <br />taken with respect to what the Local Government Aid <br />Formula should define as local effort namely, only <br />those services that are normally and commonly provided <br />by Minnesota cities using property tax revenues and should <br />exclude such services as sanitation, libraries, redevelopment, <br />etc. <br />Should you agree with my recommendations on this matter or have other <br />thoughts which you would like to have interjected into the Operating r ' <br />Committeeb discussion process, it would be appreciated if you would <br />advise me at this agenda session of your thoughts on this matter. <br />As the final Operating Committee meeting to be held prior to the <br />League of Cities Conference will occur at the time that the Environ- <br />mental Quality Board is meeting it is my intention to contact the <br />Chairman of the Operating Committee prior to June 7 and advise him <br />of our position on this matter and request that he communicate those <br />thoughts to the other members of the Committee. <br />J <br />
