M MEMO TO: MAYOR AND CITY COUNCIL FROM: CLERK -ADMINISTRATOR DATE: JUNE 11, 1984 SUBJECT: TELEPHONE SYSTEM During the past two years I have been discussing with various suppliers on an intermittent basis the possibility of the City of Mounds View purchasing or leasing with option to purchase a more advanced telephone system than is currently being used by the City at a rental rate of approximately $275 per month from Northwestern Bell. I recently received a proposal from First Tel, a subsidiary of U.S. West which would provide for a significant update in the City's current equipment at a cost equal to or less than presently being paid for rental of our present system for an eighty-four month period with option to buy at the end of the eighty-four month time frame. In order to obtain a new telephone system it would be necessary for the City to obtain proposals from various suppliers in the Metropolitan Area. I would request Council authorization to prepare a Request for ., Proposal outlining a desire on the part of the City of Mounds View to obtain a telephone system meeting currently available technology with a lease purchase agreement of eighty-four months. The purpose for doing so would be to determine whether or not the City can update our existing equipment at a cost equal to or less than presently being paid for the rental of equipment. As it has been my position in the past that the City should update their equipment if it does not cost us any- more than our current expenses, I would strongly request Council authorization to prepare and mail out a Request for Proposal as outlined above. The bids and type of equipment being proposed would be submitted to you for your final approval once they are received. RECOMMENDATION: Authorize Clerk -Administrator to prepare and distribute a Request for Proposal for the lease/purchase of a telephone system for the City of Mounds View.
