At the beginning of the program, it was the philosophy of the <br />City that we were losing money as a result of inaccurate <br />water meter readings. Since the program started, the City <br />tested 15 meters where the error was greater than the allow- <br />able +1 1/2 which required the property owner to reimburse <br />the City. The total collected by the City for readings in <br />error was $63.48. This is compared to a total of 136 meters <br />tested where the error was greater than the allowable -3% <br />which required reimbursement from the City to the property <br />owner. The total reimbursed to individual property owners <br />was $1,410.2,7. Thus the net loss as a result of inaccurate <br />meter occurredaalags was result$of346.79. No increase in revenues <br />meter replacements. <br />,Recommendations <br />1. The 1984 program, if one is to be undertaken, would be to: <br />a. Respond to normal complaints of leaking meters, inaccu- <br />rate readings etc. <br />b. Respond to complaints of low water pressure as time s <br />material availability allow. The city's water crew or an <br />independent contractor could clean and/or replace service <br />lines. The cleaning should only be directed toward pro- <br />perties with a problem caused by build-up in their <br />service lines where their water volume at the meter is <br />less than some established standard. It should be noted <br />that the possibility does exist for damage to the service <br />line which could possibly create a liability for the <br />City. Should Council direct staff to investigate this <br />matter, consultation with the City Attorney will be <br />undertaken. <br />c.
