MEMO TO: Clerk -Administrator and City Council <br />FROM: Director of Public Works/Community Developmen <br />DATE: June 14, 1984 <br />SUBJECT: PETITION FOR FENCE ON THE SOUTH SIDE OF THE PUBLIC <br />WALKWAY BETWEEN EDGEWOOD DRIVE AND BONA ROAD NORTH <br />OF COUNTY ROAD H <br />As you know, the City received a petition on the subject walkway. I understand that the <br />City has agreed to install a fence on the south side of the walkway to solve some of the <br />problems. This memo is presented to outline the estimated costs. <br />Attached please find a copy of a letter to Don Pauley from Maria French who lives at 5101 <br />Edgewood Drive, Mounds View, Minnesota, 55112 and a proposal from Fenc-co, Inc., 711 <br />Winnetka Avenue North, Golden Valley, Minnesota, 55427. His cost is $1,484.00 and the <br />completion time is 3 weeks from Notice to Proceed. The quoted fence is 280 feet of 4 foot <br />high cedar cross -buck fencing. Please refer to the sketch on the proposal for an <br />illustration. The style of fence is the same as the one requested by Ms. French. <br />I tried to secure quotes from local fence companies. However, Crown of Minnesota, Inc. <br />indicated they are not bidding fence now because of a backlog due to the St. Anthony <br />storm. Midwest Fence indicated that a fence of this style could be installed for <br />approximately $8.00 per lineal foot. He also indicated that he was very busy and did not <br />have time to look at the site. <br />Another option is to have City crews install the fence. The cost of materials from Spring <br />Lake Lumber, including nails, delivery, and tax, is $845.00 (the cost of delivery is only <br />$25.00 and is included). The cost of materials from Knox Lumber, including nails, <br />delivery fee of $25.00, and tax is $783.00. If the City purchases the materials from <br />Spring Lake Lumber or Knox Lumber each board in the cross pattern must be cut at an <br />angle (please refer to the sketch where 1 indicated the necessary cute). The City can <br />install holes for the redwood fence posts by using the drill truck. The Fenc-co, Inc. <br />estimate minus the material cost is $701.00. This is the maximum amount of labor costs <br />the City can allocate to the fence. The maximum amount of time is estimated as follows: <br />3 men X 2 days/man X 8 hours/day X $15.00/hour - $720.00 <br />Therefore, the City can only afford to have 3 men work a maximum of 2 days on the <br />project. I have talked to the Public Works Department about installing the fence. There <br />is no one in the department besides myself and Steve Rose who has experience with <br />fencing. Therefore, I would have to spend time supervising. However, the work could be <br />scheduled for the week of August 6, 1984. <br />RECOMMENDATION: Prior to analyzing the costs in detail, my impression was to have the <br />Public Works Department install the fence. However, in light of the fact the Public Works <br />Department is not experienced in fencing and the quote is not out of line, I recommend <br />awarding the project to Fenc-co, Inc. of Golden Valley, secure additional quotes, or <br />secure additional quotes on another style of fence such as chain link. <br />SWT/bc <br />Attachment <br />
