GATEWAY <br />June 20, 1984 <br />Ms. Mary Anderson, <br />President <br />League of Minnesota Cities <br />183 University Avenue East <br />St. Paul, Minnesota 55.101 <br />Dear President Anderson: <br />0f S voup u� <br />NAMSEY COUNTY, MINNESOTA <br />0401 NIOHWAY 10 <br />MOUNDS VIEW, MINN. 85112 <br />TE4-30S6 <br />At the recent League of Minnesota Cities Convention in Duluth <br />it was announced that written statements regarding the proposed <br />Local Government Aid Policy would be accepted until July 15. <br />Please accept the following as the official position of the <br />(' City of Mounds View regarding this proposed policy. <br />The City of Mounds View supports the process for establishing <br />a new Local Government Aid Formula which provides for policy <br />guidelines, a Public Hearing at the League's Annual Conference, <br />Formula development by the Revenue Sources Committee and adoption <br />of a new League policy next January. This process permits <br />maximum opportunity for discussion of the many issues revolving <br />around Local Government Aid and offers the potential for consensus <br />among League membership. <br />We would like to compliment the Task Force for their efforts in <br />addressing the issue of Local Government Aid in attempting to <br />develop a policy statement which would call for an equitable <br />distribution of the State's annual allocation. Unfortunately, <br />we feel that the Task Force lost sight of the equitability goal <br />when they attempted to compromise on the definition of "basic <br />municipal services". <br />It is our opinion that the definition of "basic municipal services" <br />will be the major factor in any new formula resulting from this <br />policy and needs to be structured in an objective manner which will <br />ensure fairness and equitability. With that in mind, we would <br />strongly suggest that the policy be very specific as to what is <br />a "basic municipal service" taking into consideration only those <br />services which are generally recognized as being normally providO <br />by a city. As a guideline for developing a precise list of "basic <br />municipal services" we would recommend that the Task Force refer <br />to the expenditures/expense account section of the "Minnesota <br />
