We have obtained copies of the hearing minutes on the emergency exit dated September 8, 1975 and have a letter on file from the Fire Department favoring the opening of the entrance for general use. We also have a memorandum on file from the Police Chief stating that before he could recommend making this entrance/exit permanent two conditions should be meet. The conditions are as follows: 1. The entrance/exit would have to be widened to coincide with the existing roadway inside the trailer park. 2. The entrance/exit should be overlayed with asphalt with barriers installed between the roadway and the ditch. In order to meet the above safety requirements regarding the road, my impression is that storm sewer pipe, manholes and fill will be required in the ditch south of the entrance/exit. We are preparing a feasibility study to determine the size of pipe and estimated cost for the entire project. I wish to emphasize that the City does not traditionally contribute to the cost of improvements of this nature, but assesses to the benefiting property which in this case would be the Mounds View Mobile Home Park.
