Mounds View City Council <br />Regular Meeting <br />------------------------ <br />f June 11, 1984 <br />Page Five <br />-------------------------------------------- <br />Councilmember Doty noted that in making decisions <br />on issues of this nature, there will always be <br />contrary feelings. He stated he feels the developer <br />is acting very responsibly in putting the proposed <br />buffer in. He also noted the developer has the right <br />to develop his property, and this is the best proposal <br />the City has seen. <br />Mayor McCarty closed the regular meeting and opened <br />the second public hearing at 8:08 PM. <br />Sesha Komanduri stated he was a part owner of the <br />property at 7860 Groveland Road and pointed out <br />the property was R-3 when he bought it and he and <br />his partner would like it to remain R-3. He also <br />noted the building on the property is a 4-plex, <br />and the other 4-plexes in the neighborhood are <br />not proposed for rezoning. <br />Mayor McCarty closed the public hearing at 8:10 PM <br />and reopened the regular meeting. <br />Attorney Meyers stated that R-2 zoning is for two- <br />family structures or less, while R-3 is for 6-family <br />_ or less. This proposed rezoning would bring the <br />property into non-conformance. <br />Frank Kampel explained the rational of the Planning <br />Commission recommendation was to provide a tran- <br />sition from Highway 10 back to the residential <br />neighborhood, going from R-3 to R-2 to R-1. <br />#Mayor McCarty stated that while the planned re - <br />zonings were undertaken in good faith, there <br />appear to be areas of question that need further <br />research. <br />7B. Rezoning of <br />7860 Groveland <br />Road from R-3 <br />R-2 <br />Motion/Second: McCarty/Blanchard to table the public <br />hearings for the rezonings of 7860 Groveland Road, <br />2840 Highway 10, 2832 Highway 10 and 2806/08 Highway 10, <br />until such time as the Comprehensive Plan can be searched <br />for consistency with the proposed rezonings. <br />4 ayes 0 nays <br />Mayor McCarty noted the Comprehensive Plan does not <br />give authority to the Council to rezone existing <br />uses, and they should go back to square one and do <br />it right. He added these particular rezonings will <br />now go back to the Planning Commission. <br />Clerk/Administrator Pauley explained the Planning <br />Commission hearings are informal, as legal hearings <br />are only on a Council level. <br />Motion Carried <br />
