NORTHWEST ASSOCIATED CONSULTANTS INC. <br />July 9, 1984 <br />Mr. Steven Thatcher, P.E. <br />Director of Public Works/ <br />Community Development <br />City of Mounds View <br />2401 Highway 10 <br />Mounds View, Minnesota 55112 <br />RE: Comprehensive Plan Update <br />File No: 802 <br />Dear Mr. Thatcher: <br />As we discussed by phone this morning, our office just received your mailing <br />on the zoning changes today. <br />A formal review of the specified zoning changes and a related evaluation of <br />the Comprehensive Plan is somewhat difficult to pinpoint in terms of time and <br />expenses. My basic fear is that we will have to back up the existing or <br />modified Comprehensive Plan with a detailed technical review of each site. <br />While there is an economy of scale involved, this open endedness is trouble- <br />some. In any case, my suggestion is to establish a maximum budget of $5,000. <br />Our work would, however, be conducted on a time and materials basis. Should <br />we complete the effort in less time, the City will be billed accordingly. <br />If our work and costs exceed the budget maximum, the City will, however, be <br />liable for the budget limit. This assumes no unexpected major complications <br />and resulting budget modification requests. <br />Any Comprehensive Plan review and update would include a general relook at the <br />entire plan. It is expected that the major focus will, however, concentrate <br />on the Highway 10 corridor. We would publish the adopted plan changes ir, an <br />addendum booklet format to be utilized in conjunction with the base Compre- <br />hensive Plan. Thirty copies of the addendum booklet would be supplied as <br />part of the budget maximum. <br />Also for the purpose of documentation, Northwest will provide the City with <br />technical review of the proposed Holiday Station development. This review <br />will be based upon specific site analysis plus Comprehensive Plan and Zoning <br />Ordinance standards. Work will be completed on a time and materials basis <br />for a maximum foe of $1,000.00.
