MOUNDS VIEW PLANNI14G COMMISSION <br />RESOLUTION NO. 105-84 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RECOMMENDATION TO CITY COUNCIL REGARDING THE <br />PROHIBITION OF NIGHT TIME PARKING ON CITY STREETS <br />WHEREAS, cars parking on streets at night have caused <br />problems with snow plowing, as targets for drunk drivers, and <br />easier targets for vandalif.n; and <br />WHEREAS, it is not uncommon in other cities in the <br />Metropolitan Area to have night time parking prohibition on City <br />streets; and <br />WHEREAS, the Mounds View Zoning Code has requirements for <br />all zoning uses to provide adequate off-street parking; and <br />WHEREAS, the hours of prohibition for night time parking <br />usually fall within the hours of 2:00 a.m. to 6:00 a.m.; and <br />WHEREAS, such a prohibition on parking may initially be a <br />hardship; and <br />WHEREAS, the prohibition could start with a one year <br />probationary period in which hardship permits could be issued for <br />just cause; and <br />WHEREAS, the program could be reviewed at the end of the <br />one year period for voluntary compliance and rezoning to evaluate <br />just cause for hardship; <br />NOW, THEREFORE., BE IT RESOLVED that the Mounds View <br />Planning Commission recommends to the City council the <br />establishment of a moritorium regarding parking on City streets <br />between the hours of 2:00 a.m. and 6:00 a.m.; <br />BE IT FURTHER RESOLVED that the Planning Commission <br />recommend the following guidelines be used in the implementation <br />of the prohibition of off-street parking; <br />1. Minimum public notice of four months before program <br />starts. <br />2. One year trial period to be used for evaluation <br />purposes. <br />3. Permits for hardship be granted for just cause. Just <br />cause to be established as a permanent definition at <br />the end of the one year period. <br />
