4 <br />MAYOR AND CITY COUNCIL: <br />We, the Residents of Mounds View Mobile Home Park ("Residents") hereby <br />petition the City of Mounds View ("City") for the permanent opening of the <br />access road to the Mounds View Mobile Home Park ("Park") at the corner of Belle <br />Lane and Raymond Avenue ("Entrance"). <br />It is our understanding that the complaint which necessitated the closing of <br />the Entrance atoms from an increase in traffic on Belle Lane and Raymond Avenue. <br />We fail to understand why we, as Minnesota taxpayers, would be denied access to <br />a public road. Because the traffic backs up on 35W, would we also be denied <br />aoo6sa to it? Do one or more individuals living on either side of a roadway <br />have any interest in it? <br />We feel part of the problem involved here is the fact that we are mobile <br />home owners -- not real home owners. Possibly some individuals mistakenly <br />believe that we do not pay property taxes. Besides the property taxes we pay on <br />our mobile homes, we also pay a proportionate share of property taxes through <br />our rental of our lot from the Park. Indeed, those individuals living on Belle <br />Lane and Raymond Avenue probably pay less than the combined property taxes of <br />the 153 Residents of the Park. It is our belief that we should not be <br />discriminated against as to the use of Belle Lane and Raymond Avenue. <br />The Residents state the following additional reasons: <br />1. At present, there is one entrance/exit to the approximately 10 acre <br />Park housing 153 mobile homes. <br />2. Fire emergencies have a high priority to mobile home owners. The <br />estimat.d 15 minutes in which a mobile home can burn makes access to <br />the mobile home very important. Emergency vehicles often block the one <br />exit which means the other Residents are trapped in the Park. <br />3. Minnesota summer storms can come up very rapidly. When these storms <br />occur, most Residents leave their homes. In a weather emergency, there <br />is the possibility again that the one exit would be blocked -- either <br />by traffic, an overturned home, debris, etc. <br />4. Our elementary children are not provided bus service and utilize the <br />Entrance to go to and from school. With backpacks and/or band <br />instruments it is very difficult to squeeze through the Entrance. <br />5. Also individuals walking to bus stops, attending neighborhood <br />functions, shopping at neighborhood stores, etc. are greatly <br />inconvenienced by the closing of this Entrance. <br />Please give the above your consideration. <br />Resident <br />Address <br />0?0 3,6 Sz2a ZT r�% <br />
