i <br />Oko'ifEMO TO: MAYOR AND CITY COU <br />I' <br />FROM: CLERK-ADMINISTRATO <br />DATE: JULY 26, 1984 <br />SUBJECT: METROPOLITAN TRANSIT COMMISSION PROPERTY TAX LEVY <br />FEATHERING <br />As you may recall Legislation adopted by the 1984 Legislature <br />providing for the creation of a regional transit board and re- <br />organization of the MTC included a provision establishing three <br />levels of service provided by the MTC, defining those levels, <br />and requiring that the levies on those cities receiving less <br />than the full range of service be reduced by one-half to three <br />quarters of a mil depending upon the level of service they are <br />receiving. <br />In my Administrative Newsletter dated June 25, 1984 I indicated <br />that the MTC had determined which cities would be receiving <br />property tax reductions and the City of Mounds View was obviously <br />absent from that list. This information had been obtained by the <br />lobbyists for the Municipal Legislative Commission prior to its <br />being made public by the Metropolitan Transit Commission. <br />:n response to that determination I sent a letter to Louis Olson, <br />Chief Adminsitrator for the Metropolitan Transit Commission <br />requesting that they advise the City of the definitions they <br />had established for the three levels of service, a description <br />of the exact level of service presently provided to the City of <br />Mounds View and a statement of their reasons as to why the City <br />of Mounds View was determined to be a full service city thus not <br />receiving a property tax reduction. <br />I am pleased to advise you that the City received a letter from <br />Mr. Olson dated July 23, 1984 indicating that an error had been <br />made in their original evaluations and that the City of Mounds <br />View was not a full service city but rather a "full peak and <br />limited off peak" service city which results in a reduction of <br />the MTC property tax levy from 2 to 1.5 mils for 1985. The impact <br />of this decision on the tax payers of the City of Mounds View will <br />be an approximate net reduction In the amount of tax levied on <br />City property by the MTC of $48,600.00. <br />
