c .rr'I A <br />RESOLUTION NO. 1777 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION REGARDING POLICY ON ENTRANCE OPENING FOR <br />HIGHWAY 10 BETWEEN COUNTY ROAD H AND COUNTY ROAD H-2 <br />WHEREAS, the City Council of the City of Mounds View, <br />after consulting with its Planning Commission and City Staff, has <br />carefully assessed the present and future function of the four <br />lane roadway in Mounds View now known as T.H. 10. This highway <br />presently carries high volumes of traffic with a mix of through <br />traffic and local alignment in Blaine between Interstate 35-W and <br />T.H. 47. Existing T.H. 10 in Mounds View will still carry a high <br />volume of traffic, but the composition will be primarily local <br />traffic; and <br />WHEREAS, the City has reviewed traffic impacts of <br />development and redevelopment of property along existing T.H. <br />10. Recognizing that even when through traffic is relocated to <br />new T.H. 10, old T.H. 10 access should be controlled to provide <br />for safe and efficient operation of vehicles along the roadway; <br />and <br />WHEREAS, the City has recently approved rezoning and a <br />concept design for Pinecrest Properties and has limited their <br />access to two locations; <br />NOW, THEREFORE, BE IT RESOLVED that the developer will be <br />required to deed access control at all but these two locations to <br />the City. In cooperation with Mn/DOT, the City, through the <br />Developer, will have a full median cross -over installed on T.H. <br />10 at Woodale Drive and a right -in and right -out driveway <br />arrangement at Raymond Avenue; <br />BE IT FURTHER RESOLVED that the City wishes to continue to <br />restrict access to T.H. 10 wherever practicable. The Council <br />therefore adopts the following policies for access to T.H. 10 <br />between County Road H and County Road H-2: <br />1. No additional entrances opening on to T.H. 10 will be <br />permitted where there is a practical alternate route <br />to use the local street system. <br />2. Wherever possible, existing access will be closed when <br />property is redeveloped and a practical alternate <br />route to use the local street system is inplace. <br />
