Motion/Second: Hankner/Linke to authorize the payment of up to $12,240.25 to Grant Merritt, and send a letter indicating what the City is -paying for and what they are not paying for. 3 ayes 1 nay Motion Carried Mayor McCarty voted against the motion, stating that his main concern is whether Mr. Merritt had authorization for all the work he did for the City, and he does not want to harm the relationship they have with Mr. Merritt, or have their position on the airport weakened because of this billing situation. Attorney Meyers advised it is a client/attorney relationship, and the City could submit their payment and letter and wait for Mr. Merritt's reply. Councilmember Hankner stated she was not concerned that Mr. Merritt has the amount of credibility that some think he does, but she does feel the bill is unfortunate, and Mr. Merritt should have taken the initiative to get clear direction before proceeding. Councilmember Linke stated he feels the proposed payment by the City is very fair, as this is a vendor/buyer relationship. Motion: McCarty to amend the previous motion to include an invitation to Mr. Merritt to further negotiate the remainder of the bill with the City. The motion,did not receive a second. Councilmember Hankner offered to amend her motion to stated that the City is "willing" to pay, but it was the consensus of the Council that the change was not required.
