IV, NO. 16 <br />TELEPHONE SYSTEM PROPOSALS <br />Pursuant to your direction Staff mailed out a Request for Proposal <br />to a number of companies in the Twin City Metropolitan Area which <br />handle telephone systems. In response to that mailing we received <br />nine proposals for telephone systems ranging in price from $275 to <br />$508 per month for a lease/purchase arrangement. After reviewing <br />these proposals Staff has identified four firms whose proposals meet <br />the requirements of the specifications and are within the guidelines <br />of the 1985 budget. At the present time we are meeting with these <br />firms to receive demonstrations of the systems to confirm their <br />applicability to our operation and once a system is identified a <br />recommendation will be submitted to you for your consideration. <br />BUSINESS TAX CLEARANCE <br />As part of the 1984 Tax Amnesty Bill the State Legislature has given <br />the Minnesota Commissioner of Revenue the authority to stop the <br />issuar.ie or renewal of any business license issued by the state, <br />county, or municipality for businesses that have state sales or <br />withholding tax liability in excess of $1000. At the present time <br />the method in which this requirement will be enforced is unknown, <br />however, this provision does go into effect on November 1 of this <br />year and depending upon the way it is implemented could impact upon <br />the City's scheduling for the renewal of licenses. At worst Staff <br />would invision that it would require that we notify businesses of <br />their need to renew licenses earlier than is current practiced in <br />order to advise the Commissioner of Revenue of the names of <br />businesses we are licensing in advance of the issuance or renewal of <br />the license. <br />Further information will be provided to you as it becomes available <br />to us from the Department of Revenue. <br />1985 FESTIVAL IN THE PARK <br />I have been advised by the Chairperson of the Festivities Commission <br />that the 1985 Festival In The Park has been scheduled for the <br />weekend of July 13-14 in 1985. <br />STATE PLANNING AGENCY WORKING COMMITTEE <br />As I indicated in an earlier Administrative Newsletter I have been <br />asked to serve on a working committee established by the State <br />Planning Agency to assist in the implementation provisions of Senate <br />File 1978 adopted by the 1984 Legislature requiring that the State <br />Planning Agency with the cooperation of the Metropolitan Airports <br />Commission Metropolitan Council develop definitions for the terms <br />Metropolitan Significance and Significant Effect on Orderly and <br />Economic Development of the Metropolitan Area as they relate to the <br />laws governing the operation of the Metropolitan Airports <br />Commission. <br />
