IV, NO. 16 TELEPHONE SYSTEM PROPOSALS Pursuant to your direction Staff mailed out a Request for Proposal to a number of companies in the Twin City Metropolitan Area which handle telephone systems. In response to that mailing we received nine proposals for telephone systems ranging in price from $275 to $508 per month for a lease/purchase arrangement. After reviewing these proposals Staff has identified four firms whose proposals meet the requirements of the specifications and are within the guidelines of the 1985 budget. At the present time we are meeting with these firms to receive demonstrations of the systems to confirm their applicability to our operation and once a system is identified a recommendation will be submitted to you for your consideration. BUSINESS TAX CLEARANCE As part of the 1984 Tax Amnesty Bill the State Legislature has given the Minnesota Commissioner of Revenue the authority to stop the issuar.ie or renewal of any business license issued by the state, county, or municipality for businesses that have state sales or withholding tax liability in excess of $1000. At the present time the method in which this requirement will be enforced is unknown, however, this provision does go into effect on November 1 of this year and depending upon the way it is implemented could impact upon the City's scheduling for the renewal of licenses. At worst Staff would invision that it would require that we notify businesses of their need to renew licenses earlier than is current practiced in order to advise the Commissioner of Revenue of the names of businesses we are licensing in advance of the issuance or renewal of the license. Further information will be provided to you as it becomes available to us from the Department of Revenue. 1985 FESTIVAL IN THE PARK I have been advised by the Chairperson of the Festivities Commission that the 1985 Festival In The Park has been scheduled for the weekend of July 13-14 in 1985. STATE PLANNING AGENCY WORKING COMMITTEE As I indicated in an earlier Administrative Newsletter I have been asked to serve on a working committee established by the State Planning Agency to assist in the implementation provisions of Senate File 1978 adopted by the 1984 Legislature requiring that the State Planning Agency with the cooperation of the Metropolitan Airports Commission Metropolitan Council develop definitions for the terms Metropolitan Significance and Significant Effect on Orderly and Economic Development of the Metropolitan Area as they relate to the laws governing the operation of the Metropolitan Airports Commission.
