Members of the Planning Commission 5 September 1984 <br />CITY OF MOUNDS VIEW Page 3 <br />Based on the information set forth above., it is my opinion that the zoning <br />which was in place, at the time the application was accepted, should govern <br />the use of this property. Consequently, the proposed use should be <br />permitted as a conditional use. <br />COIDOINTS R91ATKD TO THE PROPOSED SITE AND BUILDING PLANS <br />Conditional uses are generally held to be permitted uses to which <br />reasonable conditions of approval may be attached, to mitigate potential <br />problems affecting the public health safety and welfare. Motor fuel <br />stations with convenience store components are most frequently listed as <br />conditional uses due to concerns about such characteristics as traffic and <br />aesthetic issues. <br />1. Access, Circulation <br />The proposed development fronts on State Highway 10, and has an <br />approved right turn in, right turn out access onto this arterial <br />roadway. The proposal also calls for this facility to gain secondary <br />access from Silver Lake Road, and we understand that this access has <br />t preliminary approval from the Ramsey County Highway Department. This <br />access is adequate to handle the traffic which this facility will <br />generate. The circulation on the site is also quite straight forward <br />and should function well. <br />2. Building Materials <br />The building is proposed to be utilize face brick as its principal <br />exterior material. It also has an aluminum fascia across the top of <br />the elevations, with extensive windows across the front of the <br />building. <br />3. Signage <br />Although specific signage information has not been developed, the <br />applicants are familiar with Chapter 39 the Mounds View Sign Code, and <br />will comply with its requirementa. <br />4. Landscaping Plan <br />A landscape plan is being prepared and will be submitted along with the <br />final plans. The applicants are willing to comply with any reasonable <br />requests regarding the provision of landscaping on this site. <br />
