Requests and <br />Comments from <br />0. a the Floor <br />`J .. fL,J <br />Jerry Jensen of Holiday Station Stores introduced <br />John Shardlow, of Howard Dahlgren Associates, the <br />planner they had selected to review their plan. He <br />stated that while the Planning Commission had asked <br />them to refer the plan to David Licht, they had <br />chosen to go with their own rlanner, <br />Mr. Shardlow stated the key issue is whether or not <br />this is an appropriate use of the site, which is <br />presently zoned B-3, but which the Comp Plan proposes <br />as medium density residential. He reviewed his memo <br />of September 5, 1984 to .he Planning Commission, and <br />stated that he feels tha B3 zoning should govern the <br />use of the property. H. also pointed out the <br />application was presented at City Hall on May 31, <br />and state low sets a limir of 90 days from the time <br />of application to act on a proposal, or the applicant <br />could request a place on the City Council agenda. <br />Chairman Mountin replied the application was received <br />on May 31, but the planning review did not begin until <br />August 1, and they are allowed 60 days in which to <br />complete the review and send it on to the Council. <br />She explained the City was in the midst of the rezon- <br />ing hearings and tabled this particular hearing in <br />order to allow the Planning Commission time to <br />initiate discussion on the Comp Plan: and Highway 10 <br />corridor. <br />The Commissioners questioned the traffic flew on <br />Silver Lake Road, and whether approval had been <br />received from Rice Creek Watershed District, and <br />how the area would be protected from pollution, <br />such as gas flowing off to other areas. <br />Mr. Shardlow replied there is no medium on Silver <br />Lake Road, and the station would have full access <br />from Silver Lake Road, and a right in and right <br />out on Highway 10. The curb cut would be approxi- <br />mately 116' back from the property line. <br />Mr. Jensen advised they had presented the plan to <br />Ramsey County and received verbal approval, and <br />will receive formal approval upon submission of <br />the grade plan. He added the Highway 10 access is <br />160' back from Silver Lake Road, and there is an <br />existing right turn lane.
