TO: tlayor & Council <br />FROM: finance Director -Treasurer Hrager <br />DATE: October 3, 1984 <br />RE: REVENUE SHARING HANDICAPPED REGULATIONS <br />The Office of Revenue Sharing has issued regulations pertaining to <br />discrimination on the basis of handicapped. Those regulations <br />required that local governmental units conduct a self evaluation <br />of it's programs and services in order to determine compliance with <br />those handicapped regulations. Also required is a transition plan, <br />if as a result of the self evaluation, action must be taken to correct <br />violations of the regulations. In addition the City is required to <br />adopt a grievance procedure to handle complaints of discrimination <br />by the City on the basis of handicapped status. According to the <br />regulations the self evaluation and transition plan must be completed <br />no later than October 17, 1984. Any actions that need to be taken to <br />correct violations of the regulations must be completed no later than <br />October 17, 1986. <br />City staff has conducted a self evaluation of city programs and <br />services in order to determine compliance with the handicapped <br />regulations. A copy of that self evaluation is attached for your <br />reviewal. The City has also prepared a transition plan to correct <br />violations of the regulations. These violations pertain to two of <br />the City's park shelter buildings. According to the handicapped <br />regulations these buildings should be ramped in order to make them <br />accessible to handicapped persons. The transition plan states that <br />these items would be budgeted in the City's 1986 budget. However, <br />if funds should become available during 1985 the City could then <br />ramp those: park shelter buildings prior to 1986. <br />Also attached is a grievance procedure which staff believes to be <br />in compliance with requirements of the handicapped regulations. <br />Basically this grievance policy is substantially the same as the <br />grievance procedure outlined under Chapter 6 of the City Code for <br />grievances filed by employees. <br />RECOM6fENDATION: Council adopt the attached resolution approving <br />the City's self evaluation, transition plan and grievance procedure. <br />DB/ds <br />Attachments <br />
