Orth Ramsey County Court House St. Paul, Minnesota 55102 Dear Commissioner orth: During the St. Anthony/New Brighton tornado of this past spring inter -city and county communications for mutual aid purposes were negligible. Telephone systems were out of order and existing radio channels were jammed with traffic or lacking common frequencies. Most communications were conducted by driving from one command post to another causing unacceptable delays in the conduct of emergency activities. This was especially true during the first few hours of the crisis. Over the past several months the Ramsey County Civil Defense Directors Association has discussed this severe limitation to our abilities to provide emergency services and have agreed to procure standardized radio equipment in order that inter -city and county communications can be conducted during times of local emergencies. What is needed to tie these radio systems together and provide the clarity and range required for the system is a county owned and operated repeater station as proposed by the Ramsey County Office of Emergency Services. It is our understanding that this proposal will be coming before the Finance Committee and the County Board during the month of October. We would request your favorable consideration of this program so that the various cities in Ramsey County can procure and set up the radio devices necessary for their portion of this important inter -city and county communications system.
