Orth <br />Ramsey County Court House <br />St. Paul, Minnesota 55102 <br />Dear Commissioner orth: <br />During the St. Anthony/New Brighton tornado of this past <br />spring inter -city and county communications for mutual aid <br />purposes were negligible. Telephone systems were out of <br />order and existing radio channels were jammed with traffic <br />or lacking common frequencies. Most communications were <br />conducted by driving from one command post to another <br />causing unacceptable delays in the conduct of emergency <br />activities. This was especially true during the first few <br />hours of the crisis. <br />Over the past several months the Ramsey County Civil Defense <br />Directors Association has discussed this severe limitation <br />to our abilities to provide emergency services and have <br />agreed to procure standardized radio equipment in order that <br />inter -city and county communications can be conducted during <br />times of local emergencies. What is needed to tie these <br />radio systems together and provide the clarity and range <br />required for the system is a county owned and operated <br />repeater station as proposed by the Ramsey County Office of <br />Emergency Services. <br />It is our understanding that this proposal will be coming <br />before the Finance Committee and the County Board during the <br />month of October. We would request your favorable <br />consideration of this program so that the various cities in <br />Ramsey County can procure and set up the radio devices <br />necessary for their portion of this important inter -city and <br />county communications system.
