Background <br />The Minnesota Department of Transportation has $230,941 <br />($730,941 - *$500,000) available for construction of <br />Municipal State Aid (M.S.A.) streets within the City limits <br />of Mounds View. This does not include the 1985 alotment <br />which is estimated at $110,000. This memo is evaluating the <br />possibility of constructing a street project utilizing <br />M.S.A. funds. <br />II. M.S.A. Requirements <br />The project must be on a street designated M.S.A. by the <br />Minnesota Department of Transportation. Drawing No. 1 <br />(attached) indicates the M.S.A. streets in the City of Mounds <br />View. The M.S.A. streets designation may be changed to other <br />streets in the City if approved by the District State Aid <br />Engineer and the Commissioner of Transportation. An M.S.A. <br />street in Mounds View must have a minimum 9 ton structural <br />design. This normally consists of 6 inches of class 5 base <br />followed by 4 inches of bituminous. Soil borings are required to <br />determine the design thickness. An M.S.A. street in Mounds View <br />with a 30 mile per hour design speed in a high traffic density <br />area, can have the following widths from face to face of outer <br />curbs: <br />a. Undivided with no parking lanes 32 feet <br />b. Undivided with parallel parking 36 feet <br />lanes on one side <br />c. Undivided with parallel parking 44 feet <br />lanes on both sides <br />Vehicle counts will be required to varify the density. The <br />curb and gutter must be concrete and the style must be 86-18. <br />Storm sewer is required. <br />III. Potential Projects <br />Exist.
