r 1984 LONG-TERM FINANCIAL PLAN <br />Page Thirteen <br />B. Police/Civil Defense (continued) <br />f. Public Service <br />The public relies on the Police Department for assistance <br />and advice in many routine and emergency situations which <br />develop in our community. Many of these calls are not <br />police related, but we respond to these requests and <br />render such aid or advice as indicated by the situation. <br />g. Animal Control/Nuisance Abatement <br />The -Community Service Officer and Officers of the <br />Department enforce our animal control and nuisance <br />ordinances. The department impounds dogs and other <br />animals and interacts with residents to ensure a cleaner <br />and safer community. <br />h. School Liason/Youth Counseling <br />The Department's Juvenile Officer and other Officers of <br />the Department's work closely with school officials, <br />Probation Officers, Human Services, and other agencies to <br />aid in the health, safety, and welfare of the community's <br />youth. <br />i. Civil Defense <br />The Department coordinates and plans with other agencies <br />procedures used in the event of a major disaster. <br />Rendering aid to the injured, providing security, and <br />coordinating support groups is a responsibility and a <br />duty that the Department must be prepared for. <br />The Police Department provides Police services to the community <br />year around, twenty-four hours per day. At the present time, the <br />Department employs a Chief, Sergeant/Investigator, Patrol <br />Sergeant, one Corporal, one Investigator, seven Patrolmen. The <br />Department also employs a Community Service Officer, one full <br />time secretary and a part time secretary. Support services are <br />provided by the Ramsey County Sheriff Department and the Bureau <br />of Criminal Apprehension and other agencies. <br />Increases •in total Department vacation days accrued and officers <br />having to testify in court more frequently has strained manpower <br />availabilities in recent years. Total vacation time has <br />increased because many of our officers have more than ten years <br />with the City and most have been employed with the City for more <br />than five years. City code and Union contracts increase vacation <br />time at the five and ten year mark. Recent legislation has <br />increased penalties on some misdemeanor crimes, hence more people <br />have requested court hearing and jury trials. Officers have to <br />testify at these trials and they receive compensation in the form <br />of overtime or compensatory time off. <br />
