JUSTIFICATION <br />The City of Mounds View has requested the installation of four -way -stop <br />controls at the intersection of Long Lake Road and Hillview Road. The basis <br />for the request is to regulate speed and a substantial increase of traffic <br />volumes in the area. The intersection is of normal cross configuration with <br />Hillview Road stopping for Long Lake Road. Speed limits are 30 miles per <br />hour and sight lines are good. <br />The Traffic Engineering Section of the Public Works Department recommends <br />the placement of four -way -stop controls based on conditions meeting those <br />specified in the Minnesota Manual of Uniform Traffic Control devices. The <br />manual stipulates certain volume, speed and accident conditions which may <br />warrant the placement of such controls. The manual further stipulates that <br />stop controls should not be used for speed control. Based on a review of <br />national studies, this type of control measure does not work. In some cases, <br />the actual operating speed increased within 300 feet of the stop sign and <br />the stop sign is ignored by a greater percentage of drivers. <br />Traffic volume counts have been taken in 1979, 1981, 1983 and 1984. The <br />counts do not indicate a significant increase in volumes on Long Lake Road <br />near Hillview Road. Actual adjusted counts for these years were 1800, 1850, <br />2050 and 2000, respectively. <br />A mechanical speed check undertaken by the Traffic Engineering Section <br />indicates approximately 10 percent of those traveling Long Lake Road exceed <br />the posted 30 miles per hour limit by 10 miles per hour or more. However, <br />the average speed is 33 miles per hour and within the posted ranges. <br />A review of the accident history over the last three years (January, 1982, <br />through August, 1984) indicates three accidents have occurred during that <br />period. These accidents occurred during the period January -April, 1982. <br />This frequency does not indicate an accident problem. <br />Traffic volume approach counts by this department indicate sufficient volumes <br />do not exist to warrant the multi -way installation. The warrant requirements <br />were not met for even one hour of the study period. To warrant stop sign <br />placement, these conditions should be met for 8 hours each day. <br />The Public Works Department recommends the existing traffic controls (Hillview <br />stops for Long Lake Road) be retained. <br />pk:pfs:js <br />
