I RESOLUTION NO. 1710 <br />( CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION ESTABLISHING A COMMUNITY ENERGY COUNCIL AND <br />PARTICIPATION IN THE GOVERNOR'S COMMUNITY ENERGY PROGRAM <br />WHEREAS, the City of Mounds View promotes the conservation <br />and efficient use of energy resources and the use of renewable <br />energy resources within the community; and <br />WHEREAS, in response to the increasing concern about energy, <br />it is desirable to establish an Energy Council and participate in <br />the Governor's Community Energy Council. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the <br />City of Mounds View that this community shall participate in the <br />Governor's Community Energy Program and hereby establish an <br />r Energy Council as follows: <br />4 <br />Subdivision 1. TITLE: This organization shall be known <br />as the Mounds View Energy Council. <br />Subdivision 2. SCOPE: The scope of activity of the Energy <br />Council shall be to inform the City Council and the community's <br />citizens regarding matters relevant to energy use, conservation <br />and renewable energy resources, to sponsor and conduct energy <br />related programs, projects, and events, and to work with other <br />energy councils formed in other communities, the Governor's Office, <br />and the Department of Energy and Economic Development in forming <br />state energy policy and legislation. <br />Subdivision 3. PURPOSE: The general purpose of the Energy <br />Council is to promote and encourage energy conservation and develop- <br />ment of renewable energy resources both by local efforts and by <br />providing input into state energy policy. <br />Subdivision 4. COMPOSITION: The Council shall be composed <br />of a Chairperson and 6 members, all of whom shall be appointed and <br />serve as set forth in Subdivision 5. <br />Subdivision 5. MEMBERS --METHOD OF SELECTION --TERM OF OFFICE -- <br />QUALIFICATIONS: The Chairperson shall be appointed annually by <br />the Mayor with majority consent of the City Council.. The Chair- <br />person shall assure fulfillment of the following responsibilities <br />in addition to those otherwise described herein: <br />(1) Preside over meetings of the Energy Council. <br />
