MEMO TO: Clerk -Administrator and City Council <br />FROM: Director of Public Works/Community DevelopM4O 4 <br />DATE: November 14, 1984 <br />SUBJECT: NIGHT TIME PARKING ON CITY STREETS <br />On May 2, 1984, the Mounds View Planning Commission passed Resolu- <br />tion No. 105-84 recommending to the City Council the prohibition <br />of night time parking on City streets between the hours of. 2:00 <br />a.m. and 6:00 a.m. Attached please find a copy of that resolution <br />and a memo from the Police Chief dated June 28, 1984. The City <br />Council and Planning Commission discussed this issue on July 30, <br />1984. The Councilmembers present for that meeting included Mayor <br />Duane McCarty, Councilmembers Jerry Links, Phyllis Blanchard, and <br />Bill Doty. Planning Commission members present for the same meeting <br />included Chairman Peg Mountin, Commissioners Gene Anderson, Gary <br />Quick, Michael Lauterbach, Jean Miller and Charlotte Forslund. <br />As I recall, the discussion revolved around the fact that City <br />Code already addresses the issue of snowbrids (please refer to <br />City Code Chapter 81.02, "Prohibitions") Subdivision 4(2), "Snowbirds": <br />No person shall park or permit to be parked any vehicle <br />within any block on any public street when within the <br />preceding 48 hours falling or blowing snow or a combina- <br />tion thereof has accumulated to a depth of three inches <br />or more at street level anywhere within that block. <br />I also remember the group at the meeting discussing the seemingly <br />excessive administrative work necessary to administer the granting <br />of permits for hardship cases. The third item discussed is that <br />the problem seemed to be on Greenfield Avenue between Bronson Drive <br />and County Road I and in the Woodlawn Drive area just north of City <br />Hall. The thinking was that why should we subject the entire City <br />to a parking ban when there is only a small area of City that has <br />parking problems? <br />With these issues in mind, the meeting was adjourned. if you want <br />to address this issue again, I will be glad to provide any background <br />data. I would also like to note that the Department Heads have <br />discussed the matter in detail and have some suggestions if it is <br />your desire to discuss ue subject.
