one of the most important purposes of the League is to serve as a vehicle <br />through which municipal officials throughout the state can define their mutual <br />problems and develop positive policies and proposals for their solution. <br />To accomplish this purpose a three -step consultative process has been <br />established providing for the study of issues by committees of municipal <br />officials, the review of the resulting recommendations by the Legislative <br />Committee composed of the Beard of Directors and the study committee <br />chairpersons, and final adoption at an annual legislative conference attended by <br />representatives of all member cities. <br />The policy statements and legislative proposals contained herein are the <br />result of thin process and are intended to be adopted for the biennial <br />legislative session but subject to review and amendment between the first and <br />second year. Thus, they will provide the League Board of Directors and the <br />staff with a continuing source of guidance when testifying before legislative <br />committees and taking other actions which have legislative or policy <br />implications. <br />Priority designation. The priority designation is indicated next to the <br />title of each proposed policy. These priorities were developed by the study <br />committees and reviewed and, in some cases, modified by the Legislative <br />Committee. <br />The priorities are intended to give additional guidance to the League Board <br />and staff in implementing the League's legislative program. <br />"A" priority indicates amajor issue, on where the League would introduce <br />legislation or would work actively with other groups to seek new laws and <br />regulations. <br />"B" priority indicated items that are important to cities but where the <br />League would probably spend substantially less time unless the legislature or <br />other groups mounted a major effort to which LMC had to respond. While the <br />League might initiate legislation on a "B" priority item, these would be <br />relatively non -controversial items, or thos:: where most of the research has <br />already been completed. <br />"C" priority indicates items where the League would respond only when the <br />issue is raised by other groups. <br />
