MEMO TO: MAYOR AND CITY COUNC L <br />FROM: CLERK-ADMTNTSTRATO <br />DATE: JANUARY 31 1985 ` <br />SUBJECT: ON STREET PARKING STUDY <br />Pursuant to a recent request of City Councilmember <br />Blanchard, Staff is undertaking an evaluation of the on <br />street parking problems currently being experienced within <br />the City of Mounds view. Police Chief Ramacher, Director of <br />Public Works/Community Development Thatcher and myself are <br />overseeing the study with the Police Department providing an <br />evaluation of where current problems exist which will <br />evaluate all aspects of on street parking including signage <br />and other factors. The Public Works Department will be <br />contacting the County to determine what types of snowplowing <br />problems they are experiencing which are caused by on street <br />parking and jointly the two departments will be evaluating <br />the success of our intensified snowbird enforcement. <br />_ As part of our discussions regarding on street parking <br />problems we attempted to identify where current problems <br />exist and define what are on street parking problems for the <br />City of Mounds View, In that vein, we have determined that <br />the following problems exist: <br />1) Snowbirds <br />2) Traffic obstructions which normally occur on narrow <br />streets and at isolated times. <br />3) The provision of inadequate off street parking <br />facilities at older multi -family apartment buildings. <br />4) The Edgewood Community Center, particularly during <br />special events which we feel is not necessarily due <br />to the lack of off street parking but more to the <br />location of she lots and the inadequate identification <br />of the parking lots. <br />We also felt that it would be helpful to the City in under- <br />taking this evaluation to receive some public input into the <br />problem. Therefore, we would suggest that the Council hold <br />an informational meeting to receive public input on parking <br />problems which will hopefully assist us in developing a <br />solution to the identified problems. We would suggest that <br />such hearing be held at the earliest possible date in order <br />to avoid any delays in the finalization of our study and to <br />take advantage of the fact that people seem to experience <br />more problems with on street parking during the winter than <br />during the summer months. <br />
