The Department Head <br />Team initially felt that Management Advisore, Inc, could best assist <br />the City in determining Ito (Into processing needs, but wanted to in- <br />torviow the consultant prior to making a recommendation. After inter- <br />viewing the consultant the dopartmont heads unanimously recommend the <br />hiring of Managoment Advisore, Inc. <br />This recommendation is baood upon uevoral factors. 1) In the judge- <br />ment of the department hoade, Manngomont Advisors approach to the <br />needs assessment is the hotter one. Their approach is to look at <br />information flow and information J)roc000ing within the City first and <br />than to assess if and how a computer oystom may be of benefit. 2) <br />Management Advisor'u clients had no negative comments to make about the <br />services they received. 3) In the judgement of the department heads, <br />Management Advisors Inc, would provide the best product to the City. <br />It should be noted that State purchasing laws concerning advertisement <br />for bide and award to the lowest responsible bidder are not applicable <br />to professional services. The City is free to contract with the firm <br />which, in its judgement will provide the best service. <br />RECOMMENDATIONI The Council authorize the Mayor 6 Clerk -Administrator <br />to enter into an agreement with Management Advisors, Inc. to provide <br />computer consultant services to the City at a cost not to exceed <br />$13,000 subject to approval of the agreement by the City Attorney. <br />Costs of the agreement to be charged to the 1985 Finance Department <br />budget. <br />DB/ds <br />
