MA60nd /o <br />MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: JANUARY 14, 1985 <br />SUBJECT: RESOLUTION AUTHORIZING PARTICIPATION IN THE <br />CONTROL DATA BUSINESS ADVISORS, INC. JOINT <br />COMPARABLE WORTH STUDY AND FINAL COST DETER- <br />MINATION <br />Attached for your consideration is a copy of Resolution No. <br />1857 A Resolution Authorizing participation in the Control <br />Data Business Advisors, Inc. Joint Comparable Worth Study. <br />The Resolution is being presented for your adoption in order <br />to formalize our participation in this study and to avoid <br />the need for the development of a Joint Powers Agreement <br />among all the cities and other organizations participating <br />in the study. <br />The final cost determination of $4,390 has been assessed to <br />the City of Mounds View on the basis of the competition <br />contained in a letter I received from the Metro- <br />politan Area Management Association dated January 8, 1985, <br />copy attached for your information. Although this is <br />slightly more than we initially anticipated, it is being <br />done so because it has been determined that a contingency of <br />10 percent is necessary to provide for possible legal <br />consultation and other unforeseen problems that might result <br />from the implementation of this program. It should be <br />pointed out that the State Legislation holds us harmless <br />from legal ramifications resulting from the implementation <br />of this program until 1987. It is the desire of,the Metro- <br />politan Area Management Association to represent, or at <br />least participate in, the representation of any community or <br />organizations which might be sued by individuals or <br />organized labor groups as a result of the implementation of <br />this program to protect the interests of all the cities and <br />organizations that have participated in the study. The <br />increase in cost was also necessitated by the fact that the <br />number of occupational areas which need to be included in <br />the study exceeded those initially anticipated at the time <br />the request for proposals were advertised and the consultant <br />will need to expend additional time and computer time in <br />this area. <br />Also, attached for your information is a listing of those <br />cities, utilities and other organizations currently <br />participating in the Joint Comparable Worth Study. 88 cities <br />from throughout the State of Minnesota are participating in <br />this study and it is the only study of its kind in the state <br />being undertaken on a joint basis to respond to the <br />Comparable Worth Legislation. <br />
