Mr. Jerry Linke <br />January 25, 1985 <br />Page 2 <br />,I <br />to meet all of ,their telecommunications needs for the -fore - <br />..Seeable fu�4Ly After careful investigation of Municipal <br />boundaries, particularly considering school district <br />boundaries, Mr. Curley called a meeting of all ten cities to <br />investigate the development of a telecommunications system <br />for the North Suburban area. Never in the history of the <br />ten cities had all ten Municipal governing bodies worked <br />together in such an effort. The City of Roseville incurred <br />the expense of developing the first legal document to create <br />a joint powers commission of all ten city governments. Mr. <br />Curley personally promoted the concept among his neighboring <br />cities, and after two cities delayed in their participation, <br />he personally appeared before their city councils to request <br />their participation. In the summer of 1980, the North SUb <br />urban Cable Communications Commission was formed vjk1L:%{ <br />.Curley ds .i_�;rsk..Chair. After years of meeting at least <br />monthly, if not more, and constant work by Mr. Curley during <br />those months on behalf of the North Suburban Commission, the <br />North Suburban Cable Communications Commission developed a <br />cable communications system which ranks in technical <br />sophistication among the top five percent in the nation. <br />Throughout the tumultuous years of the development of such,_a, <br />system, Mr. Curley's leadership was steadfast and fair w ' <br />the needs of all ten municipalities were considered and <br />.fairly met by the North Suburban C&b1 ^.mu& aUQ2&o- <br />mtp4ioR UAde018 .3R44ersbip. It is estimated that Mr. <br />Curley has donated well over 1,000 hours in furtherance of <br />this project. <br />It is important to note that not one penny of tax <br />dollars has been spent on the development of the North Sub- <br />urban Cable Communications System, and the North Suburban <br />Cable Communications Commission is the most financially <br />sound cable commission in the State of Minnesota. <br />Realizing that telecommunications was more than a ten - <br />city effort, Mr. Curley co-founded and was the first. Chair <br />of the MinnepaU Association of Cable Television Am� <br />tgrs JK4C )o. MACTA is a membership organiiation oE <br />municipalities administering cable communications franchises <br />in the State of Minnesota. It is the largest such organiza- <br />tion in the nation meeting the needs of municipalities <br />dealing with the numerous issues facing such municipalities <br />in telecommunications. <br />Although numerous such dedicated public servants no <br />doubt exist throughout the nation, the North Suburban Cable <br />Communications Commission is extremely proud to have had as <br />I <br />
