r <br />RESOLUTION NO. 1867 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE; OF MINNESOTA <br />RESOLUTION OPPOSING IRS REGULATIONS ESTABLISHING SAFE <br />HARBOR RULE FOR COMMUTING VEHICLES <br />WHEREAS, the Internal Revenue Service has promulgated <br />temporary regulations establishing a separate Safe Harbor <br />Rule for commuting vehicles; and <br />WHEREAS, various governmental jurisdictions within <br />the State of Minnesota currently have their Law Enforcement <br />Officers take police cruisers home in order to alleviate the <br />need for providing storage facilities and/or to ensure the <br />provision of adequate law enforcement services to the <br />general public; and <br />WHEREAS, should this temporary regulation become <br />permanent various governmental jurisdictions including the <br />State Patrol of the State of Minnesota and many smaller <br />municipalities in the State having a limited number of Law <br />Enforcement Officers would be forced to pursue other <br />alternatives which would more than likely result in the <br />expenditure of already limited funds or result in a <br />reduction in the law enforcement services provided to the <br />public; and <br />WHERF,AS, such results would appear to be contrary to <br />the best intorests of the general public which all govern- <br />mental units are sworn to protect. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council <br />of the City of Mounds View opposes the permanent establish- <br />ment of IRS regulations establishing a separate Safe Harbor <br />Rule for commuting vehicles under the control of state and <br />local units of government. <br />Adopted this llth day of February, 1985. <br />ATTEST: <br />Mayor <br />(SEAL) _ <br />Clerk-AdminTetrator <br />
