PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. E JANUARY 23, 2025, 9 MOUNDS VIEW CITY BALL <br />MEETING MINUTES MO VIEW <br />1. CALL TO ORDER at 6:30 PM <br />2. SPECIAL BUSINESS <br />A. Oath of Office for Re -Appointed Commissioner Mills by Don Peterson <br />B. Oath of office for Appointed Commissioner Bankston by Don Peterson <br />C. Oath of office for Appointed Commissioner Bosneag II by Don Peterson <br />3. ROLL CALL: Commissioners:Arel, Bankston, Bosneag 11, Lundberg*, Palm, Mills, Wake <br />Wiesner Staff: Peterson I Thomas I Szurek *to be absent <br />4, APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Mills. Motion Passed 6-0 <br />5. APPROVAL OF MINUTES: November 21, 2024: Motion to approve by Wake Wiesner, 2nd by <br />Arel. Motion Passed 6-0 <br />6. PUBLIC INPUT <br />Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. Council Member Julie Clark <br />had residents asking if we rent out our hockey rinks. It is not on our fee schedule. Don <br />Peterson says there has been hesitation in the past for renting the rinks because you cannot <br />guarantee the weather and condition of the ice. Is there any City liability if there is an injury due <br />to faulty ice. Coon Rapids rents out outdoor ice. Commission recommends coaches contact <br />Andy at MVCC. The city does not flood the rinks much after mid -February. <br />i. VOTE ON COMMISSION CHAIR, VICE CHAIR, SECRETARY: Nomination by Wake Wiesner, <br />2nd by Palm to nominate Commissioner Arel as Chair. Motion Passed 6-0. Motion by Palm, <br />2nd by Mills to nominate Commissioner Wake Wiesner as Vice Chair. Motion Passed 6-0. <br />Motion by Wake Wiesner, 2nd by Mills to nominate Commissioner Palm as Secretary. Motion <br />Passed 6-0. <br />8. STAFF REPORTS <br />A. Parks and Recreation - Andy - See attached report. <br />B. Public Works — Pete - See attached report <br />C. Council Member Meehlhause - Has been the Council liaison to the Commission for 8 years. <br />Now Council Member Julie Clark will be the new liaison. His advice: don't let the balance of <br />the Park Dedication Fund prevent the Commission from bringing an idea forward to the City <br />Council. <br />9. UNFINISHED BUSINESS <br />A. Park System Master Plan — Review Concept Plans and Open House Date Thursday. Feb 6, <br />2025 at the Community Center from 6-8 PM. Which version of Silverview Park would we <br />like presented? Concept 2. Do we have any opportunities for turfing and partner with the <br />school district for various sports and activities. Concerns about the pollinator field at <br />Groveland near the ball field with families and snacks nearby. In reality it is an infiltration <br />basin, but is not necessarily planned as a pollinator field with plantings. <br />
