RESOLUTION 1181-25 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION RECOMMENDING APPROVAL OF THE ORDINANCE REMOVING <br />MINIMUM PROJECT SIZE AND FRONTAGE REQUIREMENTS <br />FOR PLANNED UNIT DEVELOPMENTS <br />MOUNDS VIEW PLANNING CASE SP-236-25 <br />WHEREAS, the City of Mounds View(has adopted a zoning ordinance pursuant to the authority <br />granted by the Municipal Planning Act. M.S. §§ 462.351 to 462.365, inclusive, as they may be amended <br />from time to time; and, <br />WHEREAS, Sections 160.450 and 160.451 of the Mounds View Zoning Ordinance detail the <br />process and requirements for amending the zoning code; and, <br />WHEREAS, the City of Mounds View wishes to amend the standards relating to Planned Unit <br />Development ("PUD") projects in the City by removing the minimum project size and minimum frontage <br />requirements in the Zoning Code; and, <br />WHEREAS, the Mounds View Planning Commission has reviewed this request and examined the <br />potential adverse effects that could result from the amendments. <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission makes the <br />following finding of fact related to this request: <br />Findings of Fact for Approval <br />1) Sections 160.450 and 160.451 of the Mounds View Zoning Ordinance detail the process and <br />requirements for amending the zoning code. <br />2) The requested amendments satisfy the standards in Section 160.450(E) of the Zoning Code <br />relating to possible adverse effects: <br />a. The removal of size and frontage requirements do not impact the policies or plans in the <br />Comprehensive Plan. <br />b. Each Planned Unit Development is considered on its individual merits, including its <br />relationship to the surrounding area. The requested amendments will not have an adverse <br />effect on the geographical area of future PUDs. <br />c. The requested amendments will not depreciate the areas around future PUDs. <br />d. The requested amendments will not have significant impact on the character of the <br />surrounding area. <br />e. The requested amendments will make it easier to develop or redevelop certain properties, <br />thereby filing a demonstrated need which will be analyzed in each individual PUD. <br />
