Resolution No. <br />1868 <br />Motion/Second: Quick/Blanchard to approve <br />Resolution No. 1868, amending Resolution No. 1160 <br />outlining the policy for useage of the City Hall <br />Community Room, and waive the reading of the <br />resolution. <br />3 ayes 0 nays Motion Carried <br />Motion/Second: Blanchard/Quick to approve Resolution B. Consideration <br />No-1 6 , approving the labor agreement between the Resolution No. <br />Metropolitan Area Management Association and I.U.O.E. 1869 <br />Local No. 49, AFL-CIO for calendar years 1985-1986, <br />and waive the reading of the resolution. <br />3 ayes 0 nays Motion Carried <br />Director Thatcher reported the Planning Commission 9. Report of <br />would like to hire David Licht and Associates Director of <br />formally known as Midwest Planners, to review the Public Works/ <br />comprehensive plan, at a cost not to exceed Community ' <br />$3,000.00. He advised he will be negotiating with Developme <br />Mr. Licht and will keep the Council advised. <br />Director Thatcher reported that Mr. Clyde Merilatt <br />had approached Staff and asked if he could sell a <br />piece of property that is wetlands zoned to <br />someone who would like to build on it. Director <br />Thatcher indicated to Mr. Merilatt that Staff could <br />not give approval, and he would have to follow the <br />proper channels, and studies would have to be <br />conducted to see if it was feasible to build on that <br />property. <br />Director Thatcher presented an overhead of the <br />property. He stated it is Staff's opinion that the <br />property is a wetland and he would not recommend <br />approval of building on the property. <br />Clerk/Administrator Pauley stated Mr. Merilatt would <br />like the Council to agree to let him proceed without <br />a conditional use permit or appropriate engineering <br />studies. He reviewed the history of the wetlands <br />ordinance with Mr. Merilatt and advised him of the <br />proper procedure to follow. <br />Councilmember Blanchard stated she recalled soil <br />borings ware done on that property at one time and <br />several problems were found. <br />
