ORDINANCE NO. 386 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />AN ORDINANCE AMENDING ORDINANCE. NUMBER 319 GRANTING A <br />FRANCHISE TO GROUP W CABLE OF THE NORTH SUBURBS, INC., A <br />MINNESOTA CORPORATION, TO OPERATE. AND MAINTAIN A CABLE <br />COMMUNICATION SYSTEM IN THE CITY <br />The Council of the City of Mounds View does hereby ordain: <br />Article III. DESIGN OF SYSTEM <br />Section 1. CHANNEL CAPACITY - SUBSCRIBER <br />NETW <br />ORK <br />Article III, Section 1, Paragraphs A and B <br />are amended to require a System capable of <br />providing upon activation at least 59 <br />downstream channels to be constructed pursuant <br />to the conditions of the proposal of Group W . <br />The system will be constructed as a dual cab Is <br />system capable of providing 108 downstream <br />channels but with electronic components <br />allowing the activation of 59 channels. <br />Section 3. TWO-WAY CAPACITY <br />Article III, Section 3 is amended to require <br />Group W to initially activate a two-way <br />capable System on one instead of both cables. <br />Section 4. FACILITIES <br />Article III, Section 4 is amended to <br />require Group W to construct its facilities as <br />set forth in its proposal to the City. <br />Section 5. SPECIAL CHANNEL AND ACCESS REQUIRE- <br />MENTS_ <br />Article III, Section 5 is amended to <br />require the Systera to carry broadcast <br />stations, an emergency override channel, an <br />audio/video emergency override system, and 13 <br />access channels including public (2), educa- <br />tional, government, leased (1), regional, <br />religious, senior citizens, library, higher <br />education, private school access, and public <br />school access (2). The franchise details <br />specific access rules which must be developed <br />by Group W. <br />
