ORDINANCE NO. 386 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA AN ORDINANCE AMENDING ORDINANCE. NUMBER 319 GRANTING A FRANCHISE TO GROUP W CABLE OF THE NORTH SUBURBS, INC., A MINNESOTA CORPORATION, TO OPERATE. AND MAINTAIN A CABLE COMMUNICATION SYSTEM IN THE CITY The Council of the City of Mounds View does hereby ordain: Article III. DESIGN OF SYSTEM Section 1. CHANNEL CAPACITY - SUBSCRIBER NETW ORK Article III, Section 1, Paragraphs A and B are amended to require a System capable of providing upon activation at least 59 downstream channels to be constructed pursuant to the conditions of the proposal of Group W . The system will be constructed as a dual cab Is system capable of providing 108 downstream channels but with electronic components allowing the activation of 59 channels. Section 3. TWO-WAY CAPACITY Article III, Section 3 is amended to require Group W to initially activate a two-way capable System on one instead of both cables. Section 4. FACILITIES Article III, Section 4 is amended to require Group W to construct its facilities as set forth in its proposal to the City. Section 5. SPECIAL CHANNEL AND ACCESS REQUIRE- MENTS_ Article III, Section 5 is amended to require the Systera to carry broadcast stations, an emergency override channel, an audio/video emergency override system, and 13 access channels including public (2), educa- tional, government, leased (1), regional, religious, senior citizens, library, higher education, private school access, and public school access (2). The franchise details specific access rules which must be developed by Group W.
