. ► ��`C C� <br />MEMO TO: MAYOR AND COUNCIL <br />FROM: CLERK-ADMI <br />DATE: MARCH 5, 1985 <br />SUBJECT: PROPOSED FEDERAL BUDGET <br />Attached to this memorandum please find a letter that I <br />received from Mr. James Bellus, Director of the City of St. <br />Paul's Department of Planning and Economic Development along <br />with attachments from the United States Conference of Mayors <br />regarding the Reagan Administration's Proposed Cuts In <br />Federal Aid To Cities. <br />Mr. Bellus' letter and accompanying documents are most <br />pursuasive as to the significance that President Reagan's <br />proposed budgetary cuts would have on cities. Unfortunate- <br />ly, as of yet the public hue and cry about these cuts has <br />been limited to its impacts on State government and the <br />farmers of our country. It is my thought that the time has <br />come for the cities to also voice, in no uncertain terms, <br />their objections to the Federal budget proposals due to <br />their impact not only on farmers but also on the elderly, <br />the poor, small businesses and the general tax paying public <br />as a whole. President Reagan is saying that he will not <br />raise the Federal Taxes, however, he has neglected to point <br />out to the general public that his budget balancing act will <br />more than .likely result in increased taxes on either the <br />State or Local level and somewhere along the line this <br />message needs to be communicated to the public so they can <br />begin to realize that the Federal budget deficit is being <br />balanced on the backs of the people of this nation to their <br />detrement. My thoughts on this issue are, should the <br />Council approve of my proposal, would be that Mayor Linke <br />and I would undertake efforts through the Mayor's <br />Association and League of Minnesota Cities to encourage the <br />organization and scheduling of a rally to which our <br />Congressmen, Senators, and Representatives of the Reagan <br />Administration be invited to hear from us our concerns <br />regarding the Reagan Administration budget proposals. Also, <br />as I would visualize this as being a media event, I would <br />anticipate that major press coverage of this rally would <br />occur. <br />I am proposing this rally and the efforts of Mayor Links and <br />myself as a result of my frustration with the lack of <br />efforts on the part of the League of Cities or any other <br />state-wide organization to communicate to the public what <br />the impacts of the Reagan budget would be on themselves and <br />the cities in which they live and encourage them to <br />communicate their concerns to the Administration.
